Dr. Xavier Monroe brings over a decade of experience in various aspects of leadership and project management to Newhouse Consulting. These experiences range from actualizing policy ideas through positions of civic leadership, political consulting with elected officials, leading academic research projects, and working with private businesses to improve organizational operations. Digital Media Academy



This program evaluation study utilized a mixed methods approach to examine the organizational efficiencies of a summer STEM program housed at Stanford University. The study goals focused on measuring student learning outcomes, pedagogical innovation, and the businesses long-range plan. Dr. Monroe led a team of Stanford researchers in studying the summer program which consisted of hundreds of students and dozens of staff members. Ann Arbor Public Schools



Xavier led the data analysis, which resulted in a comprehension report, for a strategic planning initiative implemented by the newly appointed superintendent of schools. The research-practice partnership between graduate researchers at University of Michigan and Ann Arbor Public Schools represented a case of community-driven reform based upon responses collected from over 2,000 students, staff members, and citizens across the school district. Participants shared their thoughts online or during eighty community sessions held at school sites. The findings from this data shaped the superintendent’s strategic direction for the school district and board policy direction. Political Candidate Consulting



Dr. Monroe has advised candidates during their success runs for political office. One of the latest examples of his work includes candidates for school board in a community with approximately 30,000 students in a county of approximately 300,000 people. Xavier provided strategy for television and digital advertising, advised candidates on policy issues, adjusted the candidates messaging and debate skills during the COVID-19 pandemic, and mobilized educational personnel behind the candidates. These efforts faced contentious opposition during a presidential election cycle. These strategies culminated into a historic win in that community and shifted the ideological makeup of the school board.
