Xavier J. Monroe, PhD

Dr. Xavier Monroe brings nearly twenty years of experience in academia, municipal leadership, and community organizing to his work with Newhouse Consulting. His background in engineering, history, sociology, leadership, and educational policy provides a principled perspective on the dynamic challenges faced by many organizations today. His success is rooted in his ability to clearly communicate project outcomes while navigating the unique constraints of leadership, such as limited financial resources and the necessity of effectively engaging with diverse and often opposing viewpoints. He uses management strategies and priorities to achieve both short- and long-term goals. Municipal & Community Leadership

As the youngest board member on both the Alachua County Library District Board of Trustees and the Putnam-Alachua-Levy Cooperative Governing Board, Xavier shared fiduciary responsibility for overseeing millions of dollars of tax-payer funds to direct policy, capital projects, and long-range planning. In these roles, he directly advocated for increased youth service during out-of-school times, building/expanding new library branches in underserved communities, hiring new system directors, and expanding services to rural and other underserved communities. In Michigan, as the youngest member of the United Way Board of Directors of Washtenaw County, he helped to mobilize substantial community funds through public-private partnerships and fundraising efforts to improve health, educational, and employment outcomes. Through these experiences and others, Xavier brings expertise in completing short- and long-range goals to improve organizations and helping organization meet the needs of the communities they serve.


Research & Teaching

As a former educator and advisor to multiple political candidates, Xavier has developed a clear understanding of the challenges faced by those at the implementation and policymaking levels, particularly during predicaments such as COVID-19. These challenges often require strong decision-making, budgetary acumen, and community partnerships. As a National Science Foundation Fellow at Stanford University, he studied the tools and skills public leaders engage to translate ideas into practice. By drawing on practical civic leadership experience and combining it with the broad theoretical basis from his research, Xavier his built a strong theoretical and practical knowledge base applicable to the public and private sectors. He has presented research and other findings to academic, practitioner, and community audiences in hopes of proposing solutions to pressing societal matters.
